A Cleaning Brief for Commercial Tenant Turnover

Define the condition, scope and handover requirements for a commercial space before commissioning turnover cleaning.

Turnover cleaning begins with a clear boundary between cleaning, repair and specialist assessment. An empty unit can reveal damaged finishes, abandoned materials or equipment with an unclear history. Do not assume the cleaning contractor is responsible for deciding how every item should be handled.

Walk the space with the authorised property or business representative and record its condition. Identify what remains, what is being removed and which areas are available for the proposed work.

Separate work categories

List routine cleaning tasks, repair items and conditions requiring further assessment. Unknown substances, unidentified containers or suspected hazardous materials need the appropriate assessment and response, not an improvised cleaning method.

Record surface types and available care information. Where the finish is uncertain, ask for a suitable assessment before authorising a broad application of chemicals or equipment.

Define the handover standard

Describe what the recipient expects to receive: cleared storage, accessible floors, cleaned fixtures or another specific outcome. Make clear which items are excluded and whether contents, external areas or installed equipment are part of the scope.

Photographs and a room-by-room condition schedule can reduce ambiguity. Keep the date and location attached to each image and avoid capturing unrelated private material left by the former occupant.

Coordinate access and completion

Agree the work window, utility arrangements, site contact and any building requirements. Establish who can approve additional work if previously hidden conditions become visible.

At completion, walk the agreed scope with the responsible representative. Record accepted work, outstanding items and the next owner of each action. Do not use a general “cleaning complete” note to imply that repairs, compliance checks or suitability for occupation have also been confirmed.

Retain the final scope, condition record and completion notes together. They provide context if the incoming occupant later asks what work was performed.
